ASEAN-EU Business Summit update and sponsorship opportunity

Following the first and second Summit that took place in Indonesia and Cambodia respectively, the third ASEAN-EU Business Summit will take place in Hanoi on 9th March 2013. Please find attached for your kind attention a copy of the letter co-signed by EU Trade Commissioner Karel De Gucht and Minister of Industry and Trade of Vietnam Vu Huy Hoang informing about the 3rd ASEAN-EU Business Summit, seeking support and attendance from the EU and ASEAN Business Leaders.

The Summit is a very high profile event, with both the Prime Minister of Vietnam, the EU Trade Commissioner, the ASEAN Trade Ministers as well as regional business leaders attending (please see the attached draft agenda for more information). The ASEAN - EU Business Summit 2013 will be hosted at the Melia Hotel in Hanoi, and an expected 600 participants will convene to discuss how to further improve business in some of the most relevant trade and investment sectors. The sectors that will be covered during the Summit will be: Agri-business, Automotive, Financial Services, ICT, Infrastructure/Connectivity and Pharmaceuticals. The results of the discussions will be presented to the 10 ASEAN Trade ministers at the end of the Summit, making it the ideal platform to advance private sector recommendations to policy makers on regional issues. This is also an opportunity to be involved in the regional papers that will be submitted to the ASEAN Trade Ministers.

NOBLE BEGINS PRODUCTION IN VIETNAM

The feature film Noble begins production in Ho Chi Minh City, Vietnam on the 10th January 2013. It will shoot there for four weeks before moving to Liverpool in the UK until the 8th of March.

Written and directed by Stephen Bradley (Sweety Barrett) and starring Deirdre O'Kane (Intermission, Moone Boy), the film tells the extraordinary true story of Christina Noble, a funny, feisty and courageous woman who overcomes her own harsh childhood in Ireland to find her destiny helping over 700,000 street children and their families on the other side of the world.

Co-starring are Brendan Coyle (The Raven, Downton Abbey), Liam Cunningham (Safe House, Game of Thrones), Ruth Negga (Twelve Years a Slave, Shirley), Nhu Quynh Nguyen (Pearls of the Far East, Indochine) and Sarah Greene (The Guard, Love and Savagery).

The film's producers are Melanie Gore-Grimes and Stephen Bradley, with Michael J. Hunt as executive producer. It is being made by Destiny Films for UK equity investment company Ansty Productions. The local Vietnamese production partner is Star Films Asia.

Nick Laws (production manager on War Horse, Blood Diamond, Constant Gardener) serves as line producer. The director of photography is Trevor Forrest, winner of the 2012 Tribeca Film Festival award for Best Cinematographer (Una Noche, Grabbers). Other key department heads include, production designer Cristina Casali (In the Loop, Red Riding), costume designer Charlotte Walter (A Mighty Heart, BAFTA winner for Birdsong), chief hair and make-up Marese Langan (The Boy in Striped Pyjamas, BAFTA winner for The Iron Lady) and sound recordist Tim Fraser (Captain Phillips, Vera Drake).

Post-production will take place in London, for delivery in August 2013. The editor is Mags Arnold (The Killer Inside Me, The Trip) and sound design will be by Alastair Sirkett (Mamma Mia, The Hitch-hiker's Guide to the Galaxy).

UK investors need complete PPP legal framework: Mayor

UK firms are eying projects under public-private partnership (PPP) form in Vietnam, but they will only participate in these projects when the legal framework for this format is completed, said the Lord Mayor of London.
Speaking at a press briefing in HCMC on Wednesday, David Wootton said UK firms want to join PPP projects in Vietnam. They have showed keen interest in Long Thanh Airport and Thu Thiem New Urban Area, said the Lord Mayor of the City of London.
Many UK companies currently active in Vietnam are experienced in developing PPP projects abroad. They are operating in the fields of consultancy, technology, and project management, such as Foster + Partners, RICS Vietnam, Arup Vietnam, Knight Frank, and Savills Vietnam.
Nevertheless, the legal framework for PPP must be perfected, a prerequisite for the UK-based firms to join such projects, stressed Wootton.
Vietnam is an attractive destination for UK investors thanks to its large market with 90 million people and strong economic growth. However, the country needs to improve the legal system, reform State-owned enterprises and restructure the banking sector in order to lure investors, said the visiting Lord Mayor of London.
Wootton is heading a business delegation to Vietnam from September 22 to 26. The main focus of the visit is to further develop bilateral trade and investment opportunities between Vietnam and the UK.
UK companies highly appreciate the efforts of Vietnam to improve the investment environment as well as stabilize the economy.
Nick Holder, chairman of the British Business Group Vietnam (BBGV), said Vietnam is one of the nations where UK investors are doing business well.
"As for the firms currently operating in Vietnam, they see the strengths and the positive supports of the Government, and they will carry on their businesses."
"But as for those intending to enter Vietnam, they often compare Vietnam with other countries in the region, so Vietnam has to try more attract these investors," said Holder.
He was speaking on the sidelines of the signing ceremony for a memorandum of understanding between BBGV and the UK Trade & Investment (UKTI) in HCMC on Wednesday, under the witness of Lord Mayor David Wootton.
Many big UK companies have invested in the financial sector in Vietnam, such as HSBC, Standard Chartered, and Prudential, along with those active in real estate, production and service.
However, Holder said the advantage of cheap labor cost will soon fade away once the living standard of citizens is improved, plus the competition with the emerging markets like Cambodia and Myanmar. Therefore, the Government should pay attention to infrastructure, intellectual property, technology, and high value-added sectors, considering them as the nation's competitive advantages.
Douglas Barnes, UK consul-general in HCMC, said UK investment in Vietnam had exceeded $3 billion. The two countries are aiming at a two-way trade of $4 billion in 2013, after achieving $3.5 billion in 2011.

The amended Law will replace the Law on Customs no. 29/2001/QH10 dated June 29, 2001 and Law No. 42/2005/QH11 dated June 14, 2005 on Amendment of and Addition to a Number of Articles of the Law on Customs when coming into effect.

In this connection, we would like to herewith send you the said draft of amended Law on Customs for your information and kind action. (see attached the Vietnamese Version of the draft) Please kindly help forward the draft to your members for their comments and inputs.

BBGV and EuroCham signed a MOU

On Wednesday 29 May, EuroCham and BBGV signed a Memorandum of Understanding (MoU) to become Business Association partners at the EuroCentre in Ho Chi Minh City. The MoU is a demonstration of their shared interest in the development of business ties between Vietnam and Europe. The cooperation will aim to identify issues of concern to the business community so that these can be addressed in bilateral fora, such as the Joint Economic and Trade Committee, and through multilateral agreements, e.g. the EU-Vietnam FTA.

INVITATION TO PARTICIPATE IN A UK-FUNDED IPR ENFORCEMENT PROJECT

Dear BBGV members,

The UK Trade & Investment Vietnam is calling for participation from UK companies in a joint project with the Vietnamese Market Surveillance Agency (Cục Quản lý Thị trường – Bộ Công Thương) in the area of IPR enforcement – tackling counterfeits. Specifically, they are looking for:

- Up to twelve (12) UK companies to participate in three training courses to 90 key inspectors from 63 cities/provinces. The training will be in Hanoi, Danang and Ho Chi Minh City from 16 to 25 September 2013 but the dates for UK business slots are 18 September in Hanoi, 20 September in Danang and 25 September in Ho Chi Minh City. For each course the quota is for up to four (04) UK companies. Participating companies are expected to share their experience in IPR protection and enforcement, especially in tackling counterfeits, how they cooperate with different authorities and lessons learned as well as best practices. The experience could be from Vietnam or elsewhere in the region/world. The materials will be incorporated into the training handouts (which will be cascaded to their respective teams) and where appropriate into the IPR enforcement handbook under development (which will be used by 6,000 inspectors throughout Vietnam).

- As many UK companies as possible to participate in the counterfeits exhibition which is being planned to be within the Vietnam Industrial Fair in 16-20 October in Hanoi. Your participation can be by sending samples of counterfeits and authentic products, presenting how to distinguish between them and speaking at an awareness raising workshop which will be held within the exhibition.

Participating companies should be responsible for paying all the costs associated with the above participation (including travel and accommodation for speakers, transport of counterfeit exhibits to the exhibition site).

BBGV 13th Annual Fun Run for Charity took place on Sunday 29 September, in Phu My Hung with a record crowd of 8,500 runners. In total 750 Million VND was raised for charities in Vietnam. Announcement on Vietnam-UK Network

Vietnam - UK Network is an overarching umbrella bringing together organizations and individuals with shared interest in Vietnam to promote Vietnam - UK cooperation and to enhance understanding and friendship between the citizens and institutions of the two countries.

The Network is run by a committee, comprising Honorary Presidents, Executive Chairman, Vice Chairmen and other members, who are former British parliamentarians, former ambassadors, founders of Britain - Vietnam Friendship Soceity, leaders of MSAVLC, UK Trade Union's Friends of Vietnam, VietPro, the Vietnamese community in the UK and representatives of major British companies active in Vietnam.

The Network was inaugurated on 22nd January 2013 during the high level official visit of Party Secretary General Nguyen Phu Trong to the UK and enjoys the support from the Embassy of Vietnam in the UK and corporate sponsorship from British Vietnamese business.
